The Convention gives freat Britain sole juris-

diction in the leased territories.

2. The crime was committed within such jurisdiction,

against officers of the British "rown.

3.

The accused is a native of and resident within

those territories, and, according to International Law,

must, for all purposes, b. regarded as a British subject.

According to Treaty British subjects have to

be handed over to the British Authorities for trial.

It is on these grounds, accordingly, that I have tho

honour in to press that Your Excellency be pleased

to give orders that Li ng Tou be handed over to the

Hongkong (obernment.
